Potential Development Land in Elston

Request

Under the Freedom of Information Act 2000, I would be grateful if you could provide the following information relating to potential residential development land in or around Elston village, including land west of Pinfold Lane where applicable.
1. Whether any pre-application enquiries, developer meetings, planning performance agreements, or informal planning discussions have taken place within the last 3 years relating to this land or adjacent land parcels.
2. Whether the site has previously been submitted, reviewed, assessed, or discussed as part of any SHELAA, housing land supply review, or strategic planning exercise, whether publicly published or otherwise.
3. Confirmation of the Council’s current five-year housing land supply position and whether additional village housing sites are actively being considered within smaller settlements such as Elston.
4. Details of any infrastructure, highways, drainage, flood risk, heritage, conservation, school capacity, or healthcare capacity assessments currently held by the Council relating to Elston.

1). Yes for site 3
2). An extract from the Strategic Housing Land Availability Assessment (SHEELA) published in March 2010 is attached and details the sites submitted and assessed in Elston Parish for that previous assessment. The SHLAA informed production of the current Allocations & Development Management DPD and it should be noted that no site allocations were made in Elston Parish. 
The SHLAA process has been superseded by the wider form of assessment provided by the Strategic Housing and Employment Land Availability Assessment (SHELAA). There were previous assessments published in 2017, 2021, 2022 and 2023, and are attached.

Where a planning application is submitted for housing in a village then they are assessed on their merits – applying national and local planning policy. Planning law requires that applications for planning permission be determined in accordance with the development plan, unless material considerations indicate otherwise. The National Planning Policy Framework must be taken into account in preparing the development plan and is a material consideration in planning decisions. Planning policies and decisions must also reflect relevant international obligations and statutory requirements.
In terms of site allocations through the new Local Plan we are not yet at the stage of that process where any decisions over the future distribution of development have been taken. The work to support those decisions will commence after the ‘scoping consultation’ stage under the new plan-making is concluded in the summer.  
4). The Infrastructure Delivery Plan has helped us gather information on current infrastructure provision throughout the district and to establish future infrastructure requirements and costs.
